Lottery entrants will be structured into groups of 200,000. Players are allowed multiple spots if they wish, each spot costs 1.25/wk or 5 US dollars /month or 60/US dollars per year. The group will exist for no more then 3 years. No player can win more then once, regardless of number of entries in an individual group or multiple groups. No less then once a month a winner will be drawn and that winner will have a chance to have a personal wish fulfilled. The Wish Lottery organization will take on the task and duties of wish fulfillment, including whatever administration and oversight is required until the wish is completed.
