To authorize more shares you have to file articles of amendment. DE will charge you based on the total amount of shares that you will have. They have a good tool to calculate your filing fees at http://www.state.de.us/corp/fee.shtml (I'm not 100% sure if it can be used to calculate an increase of shares, but it will give you an idea about the total cost).
