Default Shipping Woes

Alrighty, heres my problem.
I've just recently started my own shipping company in Southern California, currently working on both sides of the Mexican border. Hence 2 of my employees are Mexican, and have proved themselves invaluable on numerous occasions. However, many times i dispatch them to locations and they get lost/make excuses not to deliver, or by the time they would get there it's too little too late. I really think i can make this work with a proper system in place. Any suggestions?

Use GPS technology to keep track of them, cell phone to communicate with them, or just get better employees.

I agree, what do you think about going over deliveries on a daily basis with employees, giving them alloted time to perform each leg, where the delivery is, and contact number of the customer - all on a "daily contract". Accidents or time delays should be cited and i should be called at the moment it happens, at the bottom of these daily contracts, will be a place for both employee and myself to sign, signifying our mutual understanding for the subject matter, and that any deviation for the contract is grounds for dismissal. yea or no?
