There's loads of employment websites around the world. Try specializing. Run a website for the oil industry for example. Put a forum on it too. Have news items there as well.
As with any service like a jobs website, you have to sell the service and you should try to determine the cost of obtaining employers and agents to advertise their jobs. If there is a fee of 50 pounds then it might cost nearly that much to obtain the job listing, build the website, post the jobs, manage them, secure the website, pay for bandwidth, pay salespeople to sell the service and promote it.
Get yourself a spreadsheet, establish the costs and see if it can be profitable.
