Yes....in a word beaurocracy.
The government believes it should track what goods are imported into the country and from where.
They analyse all the possible things you can import into categories and you need to submit reports ( monthly) showing quantity ( or weight) and value
You need to have an audit trail for them to check as well
Having said that in 20 years i have only had 1 inspection and then they werent too bothered..as its only data not duty or vat.
I suspose theoretically they could cross check intrastats with other company data as well.
when i was last visited 1999...they had a local linit of around £300k of imports...below this they didnt seem concerned whether you did or not.
Might be tighter now?
